For enable Proxy in User profile follow the below steps.
1. Runas cmd with admin ID.
2. open regedit.
3. Go to the below path
HKEY_USERS\S-1-5-21-2109121320-3783150902-XXXXXXXX-XXXX\Software\Policies\Microsoft\Internet Explorer\Control Panel
Change the DWORD Value to '0' for enable.
If you want to disable it change the Value to '1'

HKEY_USERS\S-1-5-21-2109121320-3783150902-XXXXXXXX-XXXX\Software\Policies\Microsoft\Internet Explorer\Control Panel
Change the DWORD Value to '0' for enable.
If you want to disable it change the Value to '1'
